CABLE operators and program providers have expressed their satisfaction with the guidelines governing cable television and direct-to-home (DTH) television services issued recently by the National Telecommunications Commission.

Memorandum Circular 10-10-2003, which governs cable TV and DTH service providers, contains provisions that protect these firms from arbitrary decisions by foreign program to pull out their programs.

The circular also prohibits exclusive contracts as these generally do not promote free competition.
