In August, Pittsburgh Mayor Tom Murphy announced a series of drastic measures aimed at ensuring the city's solvency through the end of the year as it grapples with a $60 million deficit. The actions announced by the mayor include laying off 731 city employees, eliminating 113 vacant positions, and closing 26 swimming pools, all 19 recreation centers, and four senior centers.
"In arriving at these extremely unpleasant decisions, I have had to follow a simple guideline--cut every function that we are not legally obliged to do or obliged by the necessity of basic public safety to do," the mayor said. "Of necessity, we are cutting our support of some of our most cherished community activities."
The mayor placed much of the blame for the cuts squarely on the state legislature, where his proposals for modernizing the city's tax structure have stalled as lawmakers struggle with the state's own budget woes. ...
