Kigali, Rwanda (PANA) - A low turnout was observed Tuesday in Rwanda's parliamentary election during which 53 of the 80 legislators will be elected.

Unlike during the 25 August presidential election, there were no long queues of voters in Kigali and its environs by midday.

The official Radio Rwanda also reported a low turnout in polling stations throughout the country, which indicates the number of voters may not approach the 96.55% attained during the presidential poll.

About 3.9 million registered voters were expected to cast ballots in this election. Voting operations closed at 3 p.m. …
