THE GOVERNMENT'S dwindling budget allocation for health is to blame for the alarming rise in the number of sexually transmitted diseases (STDs), including the possibility of an AIDS epidemic, the leader of the opposition bloc in the House of Representatives said yesterday.
Minority Leader Carlos Padilla, whose wife is the president of the biggest association of nurses in the Philippines, said at a news briefing that the government was helpless in the fight against STDs because it was channeling the people's money to less important matters, like debt service.
"There is simply no money for these concerns," Padilla said. "The budget of the Department of Health is shrinking every year, and while there is money for foreign trips, there is no money for basic health care."
The current allocation for health is P12.981 billion, down from last year's P14.5 billion. For next year, Padilla said, Malacanang had proposed P12.901 billion.
"The budget for health magnifies the weird and twisted priorities of the Macapagal administration, which has allocated more than 30 percent of the 2004 budget for debt service," Padilla said.
