The possibility of full democracy being introduced in Hong Kong by 2007 has been called into question by a leading legal academic.

He has cast doubt on whether the pro-democracy camp would be able to command enough votes to meet a condition laid down in the Basic Law.

Chen Hung-yee, a member of the influential Basic Law Committee, said he believed the new legislature to be formed next year would only be able to pass a moderate package on the chief executive election in 2007.
