The US Senate has approved the Montreal Convention, an aviation treaty aimed at bringing airline liability and cargo documentation rules up to date.
The convention was signed in 1999 by 71 countries around the world. So far 29 countries have formally ratified it and it only requires one more ratification to bring it into effect.
