Every year, federal, state and local governmental agencies contract with private-sector vendors for goods and services. Annually, the total dollar amount of government contracts awarded to businesses and nonprofit organizations is multibillions. Receiving these lucrative contracts takes more than an offer to provide the requisite goods and services at the lowest price.
