GRAEME DOBELL in "The Reluctant Pacific Nation (Quadrant, May 2003) opened up a much-needed debate on Australia s relations with the Pacific. The background to his paper is thirty years of more than 3 per cent population growth in the region combined with such slow economic growth that per capita income has risen at less than 1 per cent a year. Most of the benefits of growth have been appropriated by small urban elites, so for the majority of Pacific islanders standards of living have at best stagnated. An "arc of instability" threatens Australia. About these trends there is widespread agreement. The debate is about what can be done to kick-start development.
