Japan imposed emergency tariffs on beef imports amid strong protests from beef exporting nations, especially the United States and Australia.
"The emergency action started today," said an official with the Finance Ministry, adding that the measure will be in place through the current Japanese fiscal year to March 2004.
"We are doing this in accordance with existing rules and regulations. We will administer this action smoothly," he said.
The tariff increase from 38.5 percent to 50 percent is in response to a surge in beef imports, which resulted from last year's plunge in beef consumption after Japan's first case of mad cow disease was discovered.
Overall chilled beef imports to Japan soared 34 percent from a year earlier in the April-June quarter, according to the Finance Ministry.
Tokyo claims that under World Trade Organisation rules it is entitled to impose the tariffs if imports jump by more than 17 percent year-on-year in a three-month period.
