THE MACAPAGAL administration has included the P13.42 billion in projected revenue from three pieces of legislation in the budget assumption for 2004 even if the proposed measures have been pending in Congress for several years now.
A source said the government had included in its revenue assumption of P671.2 billion potential collections from the proposed indexing of beer and tobacco taxes and rationalization of motor vehicle and documentary stamp taxes.
The source suspects that the government is window-dressing its budget to justify increases in expenditures during the election year.
"It is so hard to pass a law during election year and if these measures were not passed, we will naturally see a higher deficit," said a government official.
Included in the revenue assumptions were the P7 billion in expected collection from the indexing of sin taxes, the P1.42 billion from the adjustment in motor vehicle excise taxes, and P5 billion from the rationalization of documentary stamp taxes.
