SIBULAN, Negros Oriental-Illegal cutting of trees in the watershed area here has continued even if members of the Revolutionary Proletarian Army-Alex Boncayao Brigade (RPA-ABB) are now the forest guards.
Sibulan Mayor Antonio Renacia said legal and psychological problems are affecting the effectiveness of the eight RPA-ABB members who comprised the group called "Bantay Lasang," hired by the municipality in October 2001.
He said the group does not have the legal personality to arrest any violator of forestry laws.
If they caught somebody cutting down some trees, Renacia said the Bantay Lasang members would report this either to the police, the Department of Environment and Natural Resources or the Philippine National Oil Co.
