ZAMBOANGA CITY-Mayor Maria Clara Lobregat and her son Rep. Celso Lobregat have expressed their strong opposition to the possible conduct of a plebiscite in Mindanao to expand the territory of the Autonomous Region in Muslim Mindanao (ARMM).
The conduct of the plebiscite is one of the provisions included in the final peace agreement (FPA) that is being offered by the government to the Moro Islamic Liberation Front (MILF).
Under Section 1, Chapter 7 of the proposed agreement, it read: "The government shall initiate the passage of legislative measures to expand the structure and authority of the ARMM."
"I was so discouraged after I left Malacanang," Mayor Lobregat said after a consultative meeting with the President and some Cabinet officials on the proposed agreement held in Malacanang on July 23.
Representative Lobregat, a participant in the meeting, sent a letter to Presidential Adviser Eduardo Ermita containing all the provisions he considered as questionable in the proposed agreement, particularly on the possible conduct of the plebiscite.
In his letter, Lobregat described the proposal as "too premature" since a plebiscite had already been conducted on Aug. 14, 2001.
