MEXICO, Pampanga-It took President Macapagal-Arroyo, who is not an engineer, to point out a malpractice in flood-control projects in her home province Pampanga.

In Barangay San Lorenzo here where she inspected on Thursday the dredging activities of the Department of Public Works and Highways along the Bungang Guinto River, the President observed the futility of dumping the dredged spoils on the riverbanks.

Visibly irked, she told officials of the DPWH: "The dredging material must not be deposited just on the riverbank, it will go down again (during rains). It should be brought out."

Thrown and piled on the riverbanks, the spoils appeared like soil dikes.

Rains, as she has observed, had washed the spoils back to the river.
