SEN. Edgardo Angara yesterday asked Senate colleagues to pass the campaign finance and political party reform bill in time for the national elections next year.
"This, to me, is a major component of the modernization and reform of the electoral law. This is a reform that we need prior to the big day in 2004," Angara said at a press conference.
Senate Bill No. 2442, or the proposed Political Party Development Act, seeks to prevent turncoats from changing political parties, impose a cap on campaign donations and provide for a state subsidy to electoral candidates.
A priority bill of President Macapagal-Arroyo, the measure had been approved by the Senate committees on constitutional amendments, revision of codes and laws, finance and ways and means as early as December 2002.
But it has yet to be calendared for plenary debate, said Angara.
