Voronezh, 19 July: The aftermath of natural disasters in various districts of Russia have shown once more "the necessity for mandatory insurance of housing", the chairman of the State Construction Commission, Nikolay Koshman, told journalists on Saturday [19 July] on a visit to Voronezh.

About 19,000 houses were completely destroyed and 26,000 were damaged in floods and other natural disasters in 2002, Koshman told ITAR-TASS; R15bn were allocated for their reconstruction from the federal budget. Meanwhile only 55 out of 45,000 …
