The reform of independent administrative corporations must not be ended just because they are no longer public corporations.

The government's advisory panel to the Special Public Institutions Reform Promotion Headquarters submitted its recommendations to Prime Minister Junichiro Koizumi concerning mid- and longterm goals and plans drawn up by these corporations.

The panel repeated its sternly worded call for independent administrative corporations to change their mind-sets.
