CANBERRA, Nov 1 Asia Pulse - Prime Minister John Howard says Australia will consider joining a global emissions trading scheme to tackle climate change, but only if all industrialised countries take part.
Mr Howard's comments came after the release of the Stern report which warns of the dire economic impact of global warming.
While Mr Howard urged Australians not to place too much belief in the findings by the former World Bank economist, Sir Nicholas Stern, his rhetoric on the issue has shifted.
Mr Howard said he was prepared to lead Australia into "a new Kyoto" agreement on cutting greenhouse gases if the world's major emitters were involved.
"Can I simply say, yes, to an international agreement that includes everybody that can be the framework for an international emissions trading system," he told parliament.
"I say, no, to the old failed Kyoto because it didn't include the world's major emitters.
"I certainly can say yes to a new Kyoto but a new Kyoto could only be on the basis that it has everybody in and, if everybody's in, I'm prepared to lead Australia in."
