ISLAMABAD, July 1 Asia Pulse - Recruitment, supervision, transfers and discipline of civil servants would become eventually a local government matter and the new model of devolved authority would take 15 years to replace the 150-year-old colonial-style government rather than the (immature) hopes to make it within 15 months.
For fiscal decentralisation, excise taxes could be the first and suitable to be handed over to district governments, which would maintain their autonomy.
"What existed for 150 years cannot be replaced within 15 months; it is more likely to take 15 years," John Wall, World Bank country director, concluded this at the Forum on 'Inter-governmental Relations and Improved Services Delivery in Pakistan', organised by NRB in collaboration with the World Bank ended on Sunday.
Unravelling the details of tax-decentralisation, John said, revenue devolution should start with devolution for taxing power. Property taxes are devolved and need to yield more. Excise taxes are also suitable.
