Tokyo faces dilemma over use of dirty generators

With the prospect of power shortages looming this summer, the Tokyo metropolitan government faces a dilemma after Tokyo Electric Power Co. asked it to use its emergency power generators to supply power for several of its facilities, including sewage treatment utilities.
The metropolitan government's generators are not equipped with gas emission filters and produce nitrogen oxide that can cause smog, leaving the metropolitan government to choose between securing sufficient power to run its facilities or inviting large-scale air pollution.
The metropolitan government eventually decided to use generators providing a combined 32,500 kilowatts of power at 19 facilities, but took the unusual step of telling TEPCO the generators would be activated only "in circumstances when there is absolutely no alternative."
An official of the metropolitan government's Environment Bureau said, "Although we won't spare any effort to cooperate with TEPCO, we hope we'll be able to get by without resorting to the generators."
