The head of the Palace "study group" on Charter change said the President would likely take a direct hand in the movement to amend the Constitution.
Lawyer Camilo Sabio, former president of the Philippine Constitution Association, emphasized that he was merely giving his opinion, but he said President Macapagal-Arroyo had no choice but to participate in the amendment process.
"Under the Constitution, the President has no choice but to be involved in the process of Charter change," Sabio said in a statement he sent to the Inquirer on Friday.
He said Ms Macapagal could not ignore the crucial role played by the President whenever the Constitution was amended.
