ADMINISTRATOR Teodoro Cruz of the Light Rail Transit Authority (LRTA) sent a letter denying the expose by Roberto Gualberto, deputy manager of the Metro Manila Light Transit Consultants (MMLRTC), regarding the purchase by the LRTA of a P175-million rail grinding machine and the P43-million Management Information System (MIS), which expose was quoted in this column.

"There is no 'overprice' of the P175-million rail grinding machine," Cruz wrote, "because the equipment has yet to be purchased. There is no anomalous transaction to speak of in the first place because the deal has not yet been consummated.

"As a matter of fact, the transaction is still being processed and has still to pass through several stringent stages...Mr. Gualberto could be hallucinating when he claimed there was such a machine purchased by the LRTA."

COMMENT: No, Gualberto is not hallucinating. The rail grinding machine is real. In fact, it is already here. Cruz approved its acquisition, and documents in my possession prove it.

Cruz himself may be the one hallucinating, or trying to pull my leg when he sent me that letter where he does not tell the truth, the whole truth and nothing but the truth.
