METRO Manila Development Chair Bayani Fernando yesterday supported the idea of having several regional penitentiaries as opposed to the current setup of one centralized facility.
The Metro Manila Council would be presenting the plan to the Department of Justice in an effort to solve the problem of overcrowded jails and detention centers, he said.
According to Fernando, having regional jails would be one way of solving the congestion at the National Bilibid Prisons in Muntinlupa City, where many inmates live cheek by jowl with each other.
Under the proposal, when regional detention centers would have been put up, the existing NBP would then serve as the regional jail of the National Capital Region.
The MMDA chair also said that if inmates were incarcerated closer to home, it would be easier for their families to visit them.
