Hundreds of lawmakers, cabinet officials, foreign dignitaries, and news correspondents packed into the East Room of the White House on April 29th. They had come to witness the launch of another global crusade against another momentous crisis. "Time is not on our side," President Bush urgently declared, "So I ask Congress to move forward with [the] speed and seriousness this crisis requires."
