The just one-year-old Norodom Chakkrapong Proloeng Khmer [Norodom Chakkrapong Cambodian Soul] Party [NCPKP] held its first one-day congress in Trapeang Krasang suburb of Phnom Penh's Dangkao ward on 1 May 2003. The congress was to amend and approve the party's statute and internal rules and endorse its political position for the participation in the upcoming 27 July general election.

In his speech declaring the congress open, Sdech Krom Khun Norodom Chakkrapong seemed to refer as well to a statement the party delivered on 27 July 2002 saying, "The main objectives of the party are to respect the Constitution, consolidate political stability, and develop and strengthen …
