Housing secretary Mel Martinez has promised to beef up enforcement of the Real Estate Settlement Procedures Act, which prohibits the payment of kickbacks and referral fees by settlement providers and it appears that he is doing just that.

While Washington has been embroiled in reforming the RESPA regulations, the Department of Housing and Urban Development has been quietly increasing the staff of its RESPA enforcement office, which a few years ago had three employees to police the entire real estate industry.
