The fine line between counter-terrorism and police-state dictatorship is rapidly blurring. What happens if the new Department of Homeland Security issues a "red alert," the highest in the federal government's color-coded terror alert system? According to Sid Caspersen, New Jersey's director of the office of counter-terrorism, it can mean a virtual lockdown of all citizens.
