On March 24th, an Australian pilot flying an FA/18 Hornet refused to obey a bombing order made by an American commander. The reason given was that the pilot could not positively identify the target and therefore could not confirm its legitimacy. As reported by the March 26th New Zealand Herald, "Australia operates under a tougher set of rules of engagement than the US. ..."
