GOVERNMENT shortcuts and naivety were today blamed for problems in an adult learning scheme that had to be scrapped in Northern Ireland and across the UK.

MPs said that almost pound sterling100m was probably lost in the Individual Learning Accounts project, including pound sterling67m in fraud.
