From the outset, London's Mayor, Ken Livingstone, took care to try to get fleet operators on side with the London congestion charging scheme.
There are two fleet schemes - one for cars and one for vans. Both involve a registration process, where fleet operators must register a minimum of 25 vehicles in either or both schemes.
