Uganda's Ministry of Finance has begun the 2003/4 budget making process against the background of a poorly performing economy.

Most economic parameters are not as positive as envisaged in June 2002, when Finance Minister Gerald Sendawula presented his 2002/03 budget.

Mr Sendawula has already said that the country will not achieve the anticipated six per cent growth rate. This will be the third year in a row, that the growth rate target has not been met.
