In late January, eight European heads of state published a letter supporting the Bush administration's drive toward war with Iraq. Insisting that all nations are bound to uphold UN Security Council Resolution 1441, the letter declared: "We must remain united in insisting that [Iraq] be disarmed. The solidarity, cohesion and determination of the international community are our best hope of achieving this peacefully."
The letter was signed by the leaders of Spain, Portugal, Italy, Great Britain, Denmark, the Czech Republic, Hungary, and Poland. The Bush administration insisted that the letter represents the "new Europe," as contrasted with the "old Europe" represented by Germany and France (which had expressed reservations about war with Iraq).
