During an early February visit to Mexico, Utah's Republican Governor Michael Leavitt "met with top Ministry of Education officials to talk about the problem created for schoolchildren when their families move from Mexico to Utah (and back)," reported the February 4th Salt Lake Tribune. "The officials agreed to investigate a 'document of transference' that would synchronize education between Utah and Mexican school systems and develop a common competency-based curriculum."
"One idea that intrigued Leavitt was to use Mexican books and teachers to tutor immigrant children in academic subjects as they are learning English," continued the report. "He said he might push for such a pilot program in the Nebo School District, which has a high population of migrant workers." According to Leavitt, "It's not a problem, it's an opportunity.
