A scheme to restructure China's State Council has been deliberated at the 10th NPC's second plenary meeting. Some of the proposals are: for the State Development Planning Commission to be reorganized into the State Development Planning and Reform Commission; to set up a Ministry of Commerce; to change the name of the National Family Planning Commission into the National Population and Family Planning Commission; and to drop the State Economic and Trade Commission and Ministry of Foreign Trade and Economic Cooperation. The proposed scheme would leave 28 departments in the council. The meeting also heard three reports: Zeng Peiyan's report on targets for economic and social development; and two reports on the budget by Xiang Huaicheng and Wang Zhongyu.
