It is said that at an Association of South-East Asian Nations (ASEAN) Economic Ministers' meeting (AEM) held at Chiengmai, Thailand in October 2000, the ASEAN secretariat proposed studying some kind of economic integration among the ASEAN plus three (Japan, China and South Korea) in the first place. However, since no consensus was reached on this point, the AEM chair proposed another idea to study free trade agreements (FTAs) or economic partnership agreements (EPAs) between ASEAN and Japan, China and South Korea respectively.
