In 1991, as George Bush Senior proclaimed the "New World Order," the French political scientist Thierry de Montbrial countered that it was not a new world order we were witnessing, but a "chaotic transition to uncertainty." As the third millennium enters its third year, the chaos and the uncertainty are notably more conspicuous by their presence.
