Facing an impending lack of insurance coverage, the League of Wisconsin Municipalities has moved to invest $5 million to establish a new self-insurance pool. Kemper Insurance Company, which has insured Wisconsin cities for about 20 years under a program operated by the League, has announced that it will not renew coverage for about 200 cities and villages in Wisconsin over concerns about the threat of terrorism. The program was intended to insure municipalities against such mishaps as police officers injured on the job and motorists colliding with city vehicles.
