By Tsutomu Osawa South Korea and Japan agreed to forge a new partnership for the 21st century with a visit by President Kim Dae-jung in October 1998 to Japan and a visit to Korea by then Prime Minister Keizo Obuchi in March 1999. Since then, government-level dialogue between the two countries has continued and human exchanges have increased remarkably.
