MANGALORE, Jan. 29. WITH the 'tendering process' for the Asian Development Bank (ADB)-funded urban infrastructure development project in coastal Karnataka having begun, questions are once again being raised about the legitimacy of pushing through a project, which is ostensibly being controlled entirely from Manila.

According to an NGO taskforce, the kind of 'remote control' being exercised is evidenced by the fact that even the very format of the tender documents are being dictated from Manila.
