Russian rights envoy says Chechnya referendum to help stability.

Moscow, 31 January: Russia's human rights representative Oleg Mironov has emphasized the importance of the forthcoming Chechen referendum in stabilizing the situation.

"Every person has the right to go to the ballot station and make an impact on the republic's development and determine his or her own fate," Mironov told Interfax today.

The adoption of the Chechen Constitution will allow the people to elect governing agencies and to form the parliament. "The population wants to participate in the referendum and express its position. This is a political process of peaceful resolution of the Chechen problem," …
