THIRUVANANTHAPURAM, Jan. 30. DESPITE a sluggish economy and increased security concerns after the events of September 11, over 23 lakh international tourists visited Kerala in 2002, enabling the State to clock a record growth rate of 11.37 per cent in international tourist arrivals.

This figure is the highest recorded growth rate for the State in the last five years, according to a Kerala Tourism Department release.
