President Chen Shui-bian ushered in the Chinese New Year yesterday by handing out 15,000 red envelopes ?each stuffed with NT$200 ?to people in his hometown in the southern county of Tainan.

With every envelope, President Chen wished the many thousands of villagers a happy new year. He gave away a total of NT$3 million (US$87,000) in the quiet rural township of Kuantien but still ran out of cash and envelopes before reaching the end of the line, which stretched nearly three kilometers.

It has become an annual New Year tradition in Taiwan for the president to distribute red envelopes, or "hong bao" in Mandarin, to the public. …
