India said it wanted the United States to be tougher with Pakistan but that Washington was concerned that more pressure could bring down President Pervez Musharraf.
Deputy Prime Minister Lal Krishna Advani, asked about US policy toward India's arch-enemy, said New Delhi was "disappointed and we have conveyed our disappointment."
"The US thinks more pressure on (the) Pakistani leadership will not work," Advani said on a visit to Bangkok, as quoted by the Press Trust of India news agency.
"If they put more pressure on Pakistan, maybe the present leader could be dislodged and the new leader may not be as helpful as the present one in supporting the fight against terrorism," he said.
The Indian government, in which Advani is considered a leading hardliner, accuses Pakistan of fomenting a 14-year Islamic separatist insurgency against Indian rule in Kashmir.
"There is no point in talking to Pakistan unless it abandoned terrorism," Advani said.
