Immigration authorities detained Cambodian opposition leader Sam Rainsy as he arrived at Bangkok's Don Muang airport, Thailand's Nation television channel reported.
"Foreign ministry spokesman Sihasak Phuangketkeow said that Thailand would not allow Sam Rainsy to use Thailand as a venue to mount a campaign against the Cambodian government," the Nation report said.
Sam Rainsy would be expelled within two hours, it said.
He had been scheduled to hold a press briefing in Bangkok about this week's anti-Thai riots in Phnom Penh, it said.
Thailand banned all Cambodians from entering the country in the wake of the rioting, which started on Wednesday night after reports that Thai actress Suvanant Kongying had said Cambodia's world-famous Angkor Wat temples belonged to Thailand. She denied making the comments.
Sam Rainsy, arriving from Singapore, had announced he would travel to Bangkok on his French passport.
