The Citizens Budget Commission, a watchdog group funded by some of the city's major businesspeople, describes its goal as "influencing constructive change" in civic life. To this end, it holds periodic seminars and issues papers with titles like "A Proposal to Increase the Productivity of Non-Managerial Civilian Municipal Workers." All mayors find the C.B.C.'s high-minded efforts an irritant--some more than others. Rudolph Giuliani refused even to deal with the group, and one year went so far as to try to organize a boycott of its annual fund-raising dinner.
