The decision whether or not to join the euro zone may be Britain's "single most important decision" in 2003, Prime Minister Tony Blair said in his New Year's message, a year after the single currency became legal tender in 12 European Union countries.

"This year we will face what may be the single most important decision that faces this political generation - the question of whether to join the euro," he said, but again underlined that a referendum on the issue would only be held if economic conditions are right.

"We see no constitutional bar to joining and the political case for entry is overwhelming.

"But ultimately it is an economic union and it is an economic case that must be made," he said.
