Confidence among Italian consumers and business leaders hit low ebb late in 2002 and is not likely to achieve sustainable upward momentum until the latter half of 2003. As a result, capital expenditure and high-end household spending will remain depressed for at least the next 6 months
At the household level, the biggest enemy of confidence is high unemployment. The official unemployment level recently reached 9 percent and most consumers believe that it will go even higher before abating. They are probably right because there is no real incentive for businesses to create new jobs at this point in time. In fact, industries will continue to cut jobs in the face of weak internal demand and depressed sales to other EU nations
