Every year, the North American Securities Administrators Association, a group of state investment regulators, publishes its list of "Top 10 Scams, Schemes & Scandals." For 2004, 3 of the 10 scams--Ponzi schemes (No. 1), promissory notes (No. 3), and prime bank schemes (No. 7)--not to mention viatical settlements, a fraud of yesteryear, have been closely linked to No. 6 on the list: insurance agents.
