THE ARRIVAL of Italian prisoners of war it Australia during 1941-42 brought new challenges to the Australian authorities and, especially, to the Catholic Church. For the Italian Chaplain in Melbourne from 1938 to 1945, Father Ugo Modotti, the POWs' arrival only added to his work Furthermore, Modotti had to contend with the tension between himself and Giovanni Panico, Apostolic Delegate to Australia from 1936 to 1948.
