Oct. 24--One-shot revenues and a tight rein on staffing -- combined with a healthy economy -- allowed the Suffolk County executive to seek only a minimal hike in the county's property-tax next year, a new legislative budget review finds. But County Executive Steve Levy's hiring constraints are eroding services such as health, sanitation and probation, warns Gail Vizzini, director of the legislature's budget-review office.
