S.Y. in his letter (NST, Feb 20) asked the question "...consider why civil servants are sluggish...?" The answer is very simple. Once you are in the civil service, you are deemed to be in the comfort zone.
In the civil service comfort zone, the carrot and the stick do not come simultaneously. More often than not, the stick is nowhere to be seen. Because of this, sluggishness seeps in and becomes a culture among some civil servants.
In any government department, one can always find the sluggish and the hardworking. The numbers vary from department to department depending on the type of leadership.
